Outlook 2003 won't open outlook templates (oft)

When I attempt to open an outlook template within a folder in my
mailbox in Outlook, a message appears saying Windows cannot open this
file. To open this file, Windows needs to know what program created
it. Windows can go online to look it up automatically or you can
manually select from the list of programs on your computer.

I go online it says it doesn't recognise it and when I attempt to
choose a program, Outlook is not listed.

I am using Outlook 2003 (worked fine in 2000/2002) and Windows XP.
 
Outlook is not listed in the default set op programs. When you click the
Browse button you can browse to Outlook.exe so it will be added to the list.

(I changed my reply address; remove all CAPS and _underscores_ from the
address when mailing)
 
I have done that but now it opens them as an attachment in a new email
message and won't open them from the email it has just attached itself
to.
