Outlook 2003 won't launch

I have a standalone version of Office 2003 Small Business Edition. When I try to open Outlook, I get the following error:

The exception unknown software exception (Ox40000015) occurred in the application at location 0x7813461a.

Click on OK to terminate the program
Click on CANCEL to debug the program


When I tried to reinstall the software using my Office 2003 application disks, the installer failed to initialize with a similar issue. What do I do?

Can you open Word?
Had you already configured a mail profile in Outlook, and did it ever work?
Check your workstation's event logs.

Yes, wprd opens fine.

Yes, it worked fine up to Saturday, when my computer became infected
with Virus Burst software and other sypyware. I disinfected the
computer, and this problem appears to be the only issue.
Check your workstation's event logs.

When trying to launch the Office 2003 installer, I get the following

Runtime Error!

Program C:|WINDOWS\system32\msiexec.exe

This application has requested the Runtime to terminate in an unusual
way.
