Outlook 2003 welcome message

In earlier versions of Outlook (2000) I was able to alter the 'Welcome to
Outlook' message kindly created by Microsoft (see Q293870). On Outlook
2003, I can't find the 'welcome.msg' anywhere, does anyone know its new
location?

It's not available for customization (nor in Outlook 2002 either). I don't
know why.

It's coded in outllibr.dll so modifying it would break the License Agreement
