Outlook 2003 Unable to receive mail.

After completing 2 reinstalls of Outlook 2003 from the
full version, not the trial of Office 2003 install
programs I am still unable to properly configure Outlook
2003 to receive mail. The dial-up account at the ISP is
working OK as I can get to my mailbox through the ISP's
web mail. I can send mail but not receive it. The F9
and/or the send/receive button don't function and I'm
unable to edit send/receive groups.
Any help would be appreciated.

find and rename the *.srs groups - they are here: C:\Documents and
Settings\username\Application Data\Microsoft\Outlook
