Outlook 2003 Tracking Tab

I have setup my Outlook 2003 under tools, options, email options, tracking options to get read receipts and delivery receipts.

I am getting the read receipt but i am not getting the Tracking Tab on the sent item

Does anyone have any suggestions on what might be wrong?
