Outlook 2003 "Tools" "Email Accounts" selection causes a fail mess

As above, when trying to access my email account info, Outlook 2003 says
action failed, please restart Outlook, or reinstall, both of which I have
done. I also have the Outlook Connector program installed, but Outlook
behaves the same either way, Connector installed or uninstalled. I have
installed to a different folder, no avail, and killed the existing .pst file.
Each time I reinstall Outlook, the same (existing) info (contacts etc) come
back up, so I assume whatever is wrong is still there. Any ideas please?

go to control panel, mail and create a new profile. do not copy the existing
one and don't delete it. if this fixes the error, you can add the old pst
back using file, open, outlook data file and set it as default delivery
location using tools, accounts menu.
