Outlook 2003 SP3 is not working with OpenLDAP

I am unable to query OpenLDAP from Outlook...yet Mozilla's Thunderbird works
fine with OpenLDAP.
Outlook is not passing in the Search Base (dn="" in the debug for slapd).

I am not the only one seeing this:

How can I get my Outlook working with OpenLDAP ?

This appears to work fine in Outlook 2007.
Will a fix get created for Outlook 2003 ?
