Outlook 2003 restricted permissions

Outlook 2003 claims to have a restricted permissions ability per email sent. I have read about where it is supposed to be in the menu options and yet i dont see it or understand from any available documentation on how to make it appear or use it. It is not in the file menu nor does it appear in my outlook 2003 client as an icon on any toolbar. How can we get this feature to work in our outlook 2003 mail client so we can set restricted permissions on forwarding of certain emails in our company?
please help..
 
You can configure this when you create a new mail. There is a Toolbar button
that looks like an e-mail with a restriction sign in the bottom right
corner. It is located next to the High and Low importance buttons (when
Outlook is set as the E-mail Editor. When you press on it you'll get a
pop-up about more information about Information Rights Management.

The Outlook feature requires access to the new Windows Rights Management
Services for Windows 2003, either on an in-house server and (at least for
now) using the online service at Microsoft that employs .Net Passport for
authentication. See

On a new message, you would invoke the feature with the File | Permission
command.
