I saw a few users that had problems having red dots between words when writing a new email message in OL03. This is not a glitch or error, these dots are smart tags, usually smart tags are hidden but if by some accident you enable Outlook to show them then they will appear as two small, red dots between words.
To hide them: highlight the two red dots and click on the icon that should pop up, you can then select to show or hide the smart tags.
To disable them: Tools > Options > View > uncheck "Smart Tags"
**EDIT** This is most likely, though I have not had this problem in Word, the solution to the same problem in MSWord.
