Outlook 2003 Recieves OK but cannot Send

I am using SBC, my Outlook 2003 suddenly stopped sending mail, it recieves OK.
I tried Outlook express and it has the same problem, using SBC Yahoo mail
everything works fine.
When I try to send items sit in the Outbox and eventually I get an error.
SBC support cannot help, we tried checking settings and deleting and adding
new accounts, I tried repairing the installation etc.
I really like using Outlook, appreciate any help
 
Have you recently started using a firewall?
