Outlook Outlook 2003 Publishing error

Following our upgrade to Office 2003 and Outlook 2003 whenever I attempt to re-publish a custom form to the Organizational Forms Library I receive this error: "Unable to successfully publish the form due to a MAPI error. The messaging interface has returned an unknown error. If the problem persists, restart Outlook." If I then remove the custom form from the Organizational Forms Library, Outlook will allow me to publish that form... if after following this process I have to make a change to the form and re-publish it while I'm in the same session (I still have the same form active), then everything works. I find nothing on TechNet about this problem... Please help, it is very annoying.
