Outlook 2003 PST File Question

I am getting ready to move to Outlook 2003 from Outlook 2000. Will I have
the same limitations of a 2GB PST File with 2003 as I do with 2000?

No, not if you create a new PST file in OL2003 and move items from the old
PST to the new one....
 
So I shouldn't upgrade, but do a new install and then import the Outlook
2000 PST file?

Whether you upgrade or do a new install makes no difference. Importing will
preserve only the data. You will not have access to custom views or custom
forms from the old .pst file unless you jump through a few hoops to move
them over.

Upgrade, create a new PST. Open the old PST (with File>Open>Outlook data
File) and drag-and-drop the old items to the new PST.
