Can anybody tell me how I do not use an exchange server and use a pst file
from my old computer instead!

Are you in an Exchange environment? If so, you should consult your mail
administrators. Using PSTs on local machines is typically not suggested in
these environments due to the increased complication of backing up your mail
(they can't back it up with the mail server if your mail isn't there). If
you just need to access the content of an old PST file, do this:

- Copy the PST onto your local machine.
- Open Outlook.
- Click on File -> Open -> Outlook Data File
- Locate the PST file and open it.
- Rejoice.
