Outlook 2003 Proxy settings for POP3

Internet Explorer 7 allows you to set a proxy server in order to be able to
access the internet from behind a firewall in Automatic Configuration. How
do you set Outlook to do the same for POP3?

This would allow you to pickup POP3 email when working behind a firewall,
such as when you're using a VPN connection or similar.
 
Outlook uses the IE configuration for Proxy settings.

For some reason it is not using them. IE works fine behind the VPN firewall
but Outlook does not work at all. Outlook works fine when not behind the VPN
firewall.
