Outlook 2003 POP3 Server Type disabled

When I installed Outlook 2003 on my Windows 2000 laptop
the POP3 Server Type selection is disabled. I've
uninstalled all Office products and used the Office
removal wizard. But the POP3 option is still disabled.

An suggestions?
 
I have the same problem, but with XP SP
