In Outlook 2003 do email attachments bloat the size of the outgoing mail
folder or are the attachments only links? e.g. a five word email with a 4MB
pdf file.

Depends on how you attach, but there is always bloat when it comes to
attachments. In your example, when it comes time to transmit that PDF file
to a server, Outlook will transmit closer to 5MB rather than 4.

PS - links are only good for internal users where u and the recipient have
access to the same file share.
