Outlook 2003 "Other Contacts"

On some PCs I have Outlook 2003 "Other Contacts" but on others I do not
have.

I want to add some public contacts from Public Folders to "Other
Contacts"... .how do i do it?

Do you have exchange accounts set up in the profiles?
