outlook 2003 opens wininstall every time it loads e-mails

outlook tries to load wininstall every time it tries to retrieve a new e-mail
into the program or open an attachment. it tries twice and fails, then shows
the email. For each and every email.

I have:
run repair
reloaded outlook 2003
removed and reloaded macafee
checked all addins
made all addins inactive
i have no com add ins installed at all
updated to sp3

I am out of ideas

If I understand you are saying the installer / configuring OL opens whenever
its polling for mail, is that correct?
What o/s are you using?
Is this a new problem or one present from the outset?
 
I am running XP

the problem started when windows forced an update on office 2003 and it
crashed. I reinstalled office and and the service packs and this started.

it happens when is is downloading e-mails or trying to open attachments.
 
Try this
If you have Windows XP, then log in to Windows as Administrator, start
an Office program, accept the EULA, close the Office program, log out of
Windows as Administrator, and log back in to Windows using your normal
user profile
