Outlook 2003 offline

We have a computer running Outlook 2003 that its setting
keep changing to "offline" mode. I have changed the
setting and logged off and on and the setting is back to
offline. While using Outlook it will go offline. Is
there some setting that needs to be changed?
 
Are you using an Exchange mailbox? And how do you know Outlook is offline,
see the "offline" icon on the state bar in Outlook? If so, please select
File, and then unselect Work Offline, would Outlook work online again?

If Outlook starts in Offline mode for the Exchange mailbox every time, and
can be manually set as online then, please try to create a new profile. To
do so, please refer to:

If the problem persists, please perform the further troubleshooting steps
with the new profile.

Step 1: Start Outlook in Safe Mode

Run "Outlook.exe /Safe" to start Outlook in safe mode.

If in Outlook Safe Mode, the problem doesn't occur again. Please disable
all add-ins.
-- Start up Outlook in normal mode
-- Click Tools, then Options
-- In the Other Tab, click Advanced Options
-- Click Add-in Manager, CLEAR all the check boxes in Add-in Manager.
-- Click COM-addin, CLEAR all check boxes.
-- Reload Outlook in normal mode to see whether the same problem still
persists

Step 2: Locate and rename the Outlook cache files

1) Perform a search on the computer to find the following files:
extend.dat, outcmd.dat, frmcache.dat, views.dat

Some of them may not exist, but it should not matter. We may also need to
show the extension of the file and enable the "show hidden files" option in
"Folder Options".

2) Delete or rename the files

3) Detect and repair office.

-- Open one of the Office 2003 programs, and select "Detect and Repair" on
the Help menu;
-- In the "Detect and Repair" dialog box, click Start;
-- Insert the Office 2003 installation CD if prompted. Restart your
computer after the repair process is complete.
If this problem persists, please go to next step.

If the problem still persists, please help to collect the following
information:

1. My questions in the begin of this post
2. When did the problem first occur? Does Outlook work properly before?
3. Create a new Windows user account, would the problem be solved?
4. Temporarily disable all the antivirus firewall and then test the issue
again.
