Outlook Outlook 2003 - Making replying easier

I am working with our Call Center to try and make their responses to email inquiries easier and more uniform. To that end I would like to create several standard responses that they can choose from and simply populate the reply with a click of a button and then customize as they see fit. Beyond creating a Macro to run on each of their computers for each specific response is there an easier way to do this?
