Outlook 2003 looks like older version of Outlook

I have installed and then repaired my Outlook 2003. For some reason , I
cannot change the appearance. Can someone please assist me with this
problem? Thanks!

I am having the same problem. Mine looks like this:

If I right click on the desktop and select properties, it's set to XP.
