Outlook 2003 from Outlook Express

I'm trying to use Outlook 2003 instead of Outlook Express.
In Internet Explorer tools, programs I am not able to get
a choice of Outlook under the email choices.

Please help. thanks
 
Have you started Outlook 2003 at least once already?
