outlook 2003 fails to export pst file

I am trying to export the PST or frankly anything out of outlook 2003 and
when i push the next button, it DOES NOTHING. No message, no error, just
nothing. I reinsalled, had it detect, and still does not work. any thoughts
from anyone?
