Outlook 2003 Email/ yahoo

This is a 2 part problem
1. I can't send or receive Email on Outlook
I've gone to tools , followed prompts, entered POP3 & SMTP
serviceaddresses, pushed TEST option and still cannot send or receive
messages.
2. I have a constant Pop-up box wanting to verify address and password--no
matter how many times I enter OK, the pop-up continues until I press cancel
several times.

I'm at a loss--I can't seem to get Yahoo to solve my problem.
Has anyone else had this problem?
How did you solve it?

Are you using a paid Yahoo! Mail account? They only allow access via
Outlook for premium accounts.

unsolicited mail sent to my personal account will be deleted without
reading.

I'm using Yahoo as ISP as part of SBC-DSL.
I've gone to SBC "Solve My Problem"--taken their info; plugged in info on
POP & STMP--still not able to send or receive Email.
The extremely frustrating thing is that up until 11-26-05, Outlook was
working perfectly for E-mails.
On 11-26, apparantly my Outlook program decided to rebel against me.
