outlook 2003 email "to" button error

I installed a new Dell with outlook 2003 and copied the previous
outlook.pst to the new system. I then started Outlook and the exited
and deleted the current (empty) outlook.pst. Then I opened Outlook
and directed it to the previous outlook.pst that I had copied.

Now when I use the New mail button and the email window opens and I
click on the "To" button I get this error:

"The address list could not be displayed. The contacts folder
associated with the address list could not be opened. It may have been
moved or deleted or you do not have permissions etc. etc.

How can I get the "To" button to show the contacts that are there from
the copied outlook.pst????

Try removing the Outlook Address Book service, restarting Outlook, then
adding the Outlook Address Book back in.
 
Choose Tools | Email Accounts > View or change existing directories or
address books.

Maybe we are not talking about the same thing...

Outlook has a tools menu - the tools menu does not have "email
Accounts" - it has "accounts" and that is where I setup an email
account with user name, password, mail servers etc. I have looked
there repeatedly and do not see any choice for "View or change
existing directories or address books"

Am I looking in the wrong place.....

Yes it does in Outlook 2003. Look again, making sure you expand the menu.
Tools | Accounts would be the command in Outlook 2000 IMO mode.
