connected via ethernet to Verizon FIOS modem

When I compose an e-mail and hit SEND the message is not sent, it ends
up in my OUTBOX. If I open the Outbox and hit Send/receive the message
is sent.
What do I change so that the SEND button causes the message to be SENT
more or less immediately.
Note: Pogue's Missing Manual for Windows XP (page 396) states that there
is a box in the TOOLS/Options/Send tab but my TOOL/OPTIONS does not have
the same tabs that show in Pogue's book.
Also when I hit Send/Receive I get an alert 623 that I can't find a
phone book entry for my non existent Modem (while the contents of the
OUTBOX are being sent - and received on the recipients computer - and
transferred to the SENT folder). I'd like to get rid of the alert.
Yes I Googled the problem but none of the responses seemed to fit
