Outlook 2003 does not remember 'safe senders'

Hello:

It seems the Outlook 2003 application on my laptop has amnesia. No matter
how many times I right-click on the header bar of a message in the preview
pane and indicate that I want a specific sender (or specific domain) added
to the 'safe senders' list - so that Outlook will automatically download
embedded
pictures in the future - the darn application keeps forgetting.
Heck, it won't even remember that I have approved downloading pictures from
a specific message from one launch of the application to another.

I am not working in an Exchange Server environment, I am using Outlook 2003
in a stand-alone environment to retrieve messages from a POP3 account. The
application is fully up to date, with all the appropriate service packs and
patches. Detect and Repair does not solve the problem. I have searched the
Microsoft KB for information about this but I cannot find anything.

My guess is that some kind of preferences file on my machine must be damaged
or missing. Can anyone help me to fix this problem?

Thank you for posting here! My name is Winfred, and I will be working with
you on this issue.

According to your update, I understand that you would like to add some
senders into Outlook Safe Senders List so that Outlook will download HTML
pictures in the messages sent by these senders. Based on my experience, I
would like to provide you with the following steps to troubleshoot this
issue:

1. Right click the Info Bar of an HTML message and click "Add Sender to
Safe Senders List". After this, please go to Tools menu -> Options -> Junk
E-mail -> the Safe Senders tab, and check whether the sender has been
successfully added into the Safe Senders List.

2. If so, this issue on your end is most likely related to the Automatic
Picture Download Setting. Based on my knowledge, if we want Outlook to
automatically download HTML pictures in the messages from those safe
senders, we need to enable this option in the Automatic Picture Download
Setting. To do this, please follow the steps as below:

(1) Start Outlook and click Tools menu -> Options.
(2) On the Security tab, click "Change Automatic Download Settings".
(3) In the "Automatic Picture Download Settings" dialog box, select the
"Don't download pictures or other content automatically in HTML e-mail" and
the "Permit downloads in e-mail messages from senders and to recipients
defined in the Safe Senders and Safe Recipients Lists" check boxes.

Does the step above help resolve this issue?

If this issue persists after we make sure we have enabled all the correct
options, please try the following suggestions:

1. I suggest that we create a new profile in Outlook. A new profile is a
new environment for us to use Outlook. To create a new profile is only for
a test to see if the problem is related to the corrupt profile of Outlook.
Creating new profile will not do any damage to the old profile. Please
follow the steps in the Microsoft KB article below:

If this issue disappears in the new profile, we can use the method provided
in the following KB article to restore data to this new profile:

Note: This article also applies to Outlook 2003.

2. If this issue persists, please start Outlook Safe Mode to test the
issue. Outlook Safe Mode will disable all extensions, corrupted resources,
files, registries, or templates.

1. Click Start, and then click Run
2. Type "Outlook.exe /safe" and click OK. (Without quotation marks but
there is a space in front of "/")

Also I suggest that we follow the steps below to manually disable all the
third party add-ins in Outlook. In this way we check if this issue is
caused by the conflicts between Outlook and some third party add-ins.

1. Start Outlook and choose Tools --> Options.
2. On the Other tab, click Advanced Options...
3. Click Add-In Manager... and COM Add-Ins...
4. Click to clear all the checkboxes in the list.
5. Click OK three times to close the Options.
6. Restart Outlook.

Is this one of those canned phrases Microsoft makes you say whenever you
answer? I've notices other Microsoft folks answering here from time to time
and that phrase is used in most of the responses.

After going through the steps you described, I found that the cause of the
problem was what you had suggested as the second troubleshooting step:

Brian, based on the very satisfactory results I encountered following the
recommendations that Mr. Weng provided, I can only conclude that he has very
significant experience with this software, and I am grateful that he was
able to draw on that experience to solve my problem quickly and accurately
with his first reply.

I only wish everyone else I dealt with in other matters (not computer
related) had the same experience.

Hi Winfred - this has not helped me. Does it make a difference if you are
using Exchange Server. I have four addresses that everytime i get mail from
it goes to Junk even though they are on my safe senders, safe receipients and
safe domains. I have followed Steps 1 and 2 but not the new profile, safe
mode, or add-in options as not sure if i should do this in an Exchange
environment

Hi John,

Thank you for your posting!

I would like to let you know that the Outlook 2003 Junk E-mail filter
should also work in a non-Exchange environment, and normally e-mail
addresses and domain names on the Safe Senders list should be never treated
as junk e-mail, regardless of the content of the message. So you can try
the rest steps outlined in my previous emails (create a new Outlook
profile, start Outlook Safe Mode or disable add-ins) to further
troubleshoot this issue.

If this issue persists, I would suggest that you post a new thread for
further assistance. Please understand that although your symptoms seem
similar to Michael's, it can be caused by different problems. Our newsgroup
is an issue based service, meaning we usually respond to one question/issue
per post. This will lessen the confusion for both of us, as well as ensure
