Condut a search for "Outlook". When you find the
results, look for the .exe file. Right click on it
and "send to" desktop(create shortcut)

The original Outlook 2000 and XP icons are special ones,
similar to "My Computer" and have certian properties. I
would think that Outlook 2003 would be the same.

This just creates a shortcut to launch the file, where as
the original shortcut placed on the desktop, when right
clicked, will give you the same properties as the Control
Panel-->Mail icon.

Traditionally, this was simply a registry hack that you
could insert / remove to control the option to view or
hide the Outlook icon.

The TweakUI Powertoys have that option.
