Outlook 2003 creates millions of windows

Any cure for my Outlook 2003 opening up multiple empty IE windows whenever I
click on a "mailto:" email address in the body of the message.

It just started doing this. I have tried system restore,
uninstalling/reinstalling Outlook only to lose my information altogether.
Dell is unable to figure this out. TechRepublic has some answers but I
wasn't sure if I understood enough to try them.

any easy step by step I can perform? what's the deal?

I appreciate any help.

Did Dell (or anyone) suggest to you to go into Internet Explorer > Tools >
Internet Options > Programs tab > Change the default mail program from
Microsoft Outlook 2003 to Outlook Express > Select Apply button > Change it
back to Outlook 2003 > Apply > OK out and then see if mailto: links work?

If what Neo suggested doesn't work, use Folder Options's File Types dialogue
to fix the "URL:MailTo Protocol" file type. What it should be has been
documented in these groups multiple times and Google Groups will find it.
