Outlook 2003 - Contact Manager

How do I obtain this?. I have just bought 2003 and assumed this was already
included! Runs slowly and appears to be installed twice on my machine....or
is this correct. Would have gone straight to 2007 but my PDA is not ready
for 2007 synching yet
 
Please explain comment about Outlook 2007 and syncing with your PDA.

I am considering upgrading to 2007 with Business Contact Manager and I have
a Dell Axim X50V which has 2003 Second Edition for operating system. Will I
be able to sync Outlook and BCM?
