Outlook 2003 client: Insert information hover menu over text string

How do you insert a string of text into an email message in Outlook 2003 client; where you end up with the little dots under the text so that when the receiver hovers over they text, it gives you a little i (information menu) in the top left of the text, and when you click on it, you get options like:
Send Mai
Schedule Meetin
Open Contac
Add to Contact
 
If I'm visualizing it correctly, those are smart tags that Word creates
automatically when it recognizes a name. You can read more about them at
