Outlook 2003 changes default e-mail account on re-start

There are two e-mail accounts defined - one for POP3 and one for Exchange.
The user needs the POP3 account as the default. Whenever he restarts
Outlook, the Exchange account is marked as the default. Is there a way to
retain the setting? Thank you.
