Outlook 2003 can't send to some email addresses, eg. @hotmail.com

I have Outlook 2003, and I configured for and I am using an email address
(****@cwjamaica.com), with both their incoming and outgoing mail servers
being mail.cwjamaica.com. I can receive email from any address, but when I
try to send emails, I can only send to addresses that have the same
@cwjamaica.com domain. If I try to send to say a hotmail, or a yahoo email
address, or any other email address as a matter of fact, I get a "Systems
Administrator Undeliverable" error.

I have contacted cwjamaica.com and they say that there is no problem with
their servers. I have disabled the firewalls present on my computer,
reinstalled outlook, and scanned for viruses, and I still get the same error.

Help! This is getting very annoying, bearing in mind that most of my
contacts do not have a @cwjamaica.com email address.

You're not properly authenticating to your outgoing server.
