Outlook 2003 - can't send publisher documents thru Outlook

We have just installed the Windows 2003 small business server and Outlook
2003 on all client machines. I am running Office 2002 with Publisher and
Outlook 2003. When I open a document in Publisher then select SEND TO the
first option would embed the Publisher document into the email so I could
send it out as our company newsletter. Now when I do it I get an error,
PUBLISHER CANNOT MAIL YOUR PUBLICATION BECAUSE PART OF THE MAIL SYSTEM IS
MISSING. REINSTALL YOUR MAIL PROGRAM AND TRY AGAIN. I did reinstall Outlook
2003 then Publisher 2003 and I still have the same error. I tried the same
feature in Word 2002 and I get WORD COULD NOT LOAD THE E-MAIL ENVELOPE. THIS
COULD BE CAUSED BY A NETWORK CONNECTION PROBLEM OR A PROBLEM WITH YOUR
OFFICE INSTALLATION. I can go ahead with Publisher and send it as an
attachment but it will not embed into the email, any ideas or help would be
greatly appreciated.

You definitely need matching versions. Also make sure that Outlook is your
default mail program (Internet Explorere: Toools | Internet Options |
Programs)
