Outlook 2003. Can't open someone else's calendar item to view.

This only happens for the users of Oulook 2003. We can view their calendar
but we can't open up their calendar items to view. It gives this message
"Can't open this item. Unable to open free/busy information".
We didn't have this problem with Outlook XP.
 
SYMPTOMS
When you use the meeting planner to view another person's free/busy time,
you may receive the following error message:
Unable to load free/busy information or unable to open free/busy

CAUSE
This behavior may occur because there is a problem with the other person's
published free/busy information.

RESOLUTION
To resolve this behavior, refresh the free/busy information by running
Outlook with the /CleanFreeBusy command-line switch on the computer that is
experiencing problems publishing free/busy information. To do this: 1. Click
Start, and then click Run.
2. In the Open box, type outlook.exe /cleanfreebusy.
3. Click OK.
 
I'm actually looking for how to achieve a situation similar to this - how can
I make the calendar items viewable so people can be aware of my schedule
without sharing the details of the meetings?
