Outlook 2003 calendars

Not everyone in my company uses Outlook to track their appts/meetings, some
still use paper calendars. The majority of the users that do use Outlook are
frustrated when they schedule a meeting only to find out a participant is not
really available. Can Outlook 2003 be marked or blocked in any way that would
tell other users this participant is not an Outlook calendar user?

Doesn't the fact that that person doesn't show up in the address book give
them a hint?
 
Two choices:
Don't allow the paper users to publish free/busy.
Fire the paper users and only hire outlook users. :)

(I'd set company policy that everyone had use it - they can keep duplicate
calendars if they choose or print out paper ones, but they'd have to use
outlook for all appointments.)

Yes we could fire them but they happen to own the law firm I work for :). I
tried setting my free/busy to zero months and it never seems to take affect.
I had others try and schedule something on my calendar and they were able to.
I set it over 24 hours ago, does the Exchanger server cache this type of info
and I have to wait?
