Outlook 2003 blocks outgoing e-mail messages that are medium to la

Outlook 2003 e-mail works fine without attachments or with small Word
documents attached. However with standard size Word attachments or larger,
including PDF's etc. the Send hangs with the error message #OX800CCCOF saying
it can't find the outgoing e-mail server. The mail server and my ISP are
working fine. I have a Linksys residential router that works. The problem
occurs despite having Norton e-mail filtering turned off, parental filtering
not filtering e-mail, and my Norton Personal Firewall and Windows internal
firewall turned off. Is this a Windows problem, an Outlook problem, or a
Norton problem and how should I proceed with a stepwise troubleshooting to
solve this? Some have said I should uninstall and re-install Outlook but I am
not sure this is the answer. Please advise.

Most likely it is a Linksys router problem. Try turning on one of the two
firewalls and connect directly to your ISP's Cable/DSL modem and try sending
the message. If my hunch is right, then you need to adjust the MTU of your
machine down since the Linksys is acting like a black hole router.

Here is something that should help you learn where in the registry to set
the MTU. As for the value, start with 1492. If that value doesn't work,
try 1460. You shouldn't have to go below that if you have a broadband
(cable/dsl) connection.

Go to Tools-E-mail accounts. Ensure the screen you see now is showing view or
change existing email accounts is selected. Then select next.

Ensure the E-mail account you are trouble with is high lighted before
selecting change. Then select change & a new screen will apprear. You should
see and area where you can do alot of things, but want you are looking for to
possibly solve your problem is a selection for more settings. Select more
settings, then there will be some tabs to choose from, choose advance tab:
Look on this screen and will see a slider bar that pertains to server
timeouts. In default I think this is only set on about 1 minute, try moving
the slider to at least half way, or if you want move it all the way (10
min.). Then select OK, this screen will then close. The screen still open you
need to select the "NEXT" option to continue so that you can save your
changes. The last screen you see, you need to select "FINISH". You will now
be back to your normal Outlook screen. See if our timeout error is gone! I
had a very similiar problem and this solved your particular problem.

Although the first post on this thread (quoted below) is about 4½ years old,
this issue still exists. I’ve read this thread as well as others on similar
problems and followed all suggestion, but could not solve this old OX800CCCOF
error number problem, which happens as described above with slightly larger
attachments. I have Outlook 2007, but it happened before with 2003. It did
not happen to me with Outlook XP. It disappears if we have to start a new
fresh installation only.

The AVG AV is not set to check outgoing e-mail, I use the Vista built-in
firewall (turned on or off makes no difference), and I have a direct DSL
connection.

I looked up at Event Viewer and found out that every time the problem
happens it is listed there as an Outlook error. I found the error code number
to be 35, but it is not listed on Microsoft’s TechNet site because error
codes from 0 to 99 are considered “Reserved†and not listed.

As I am not able to solve this issue and there is no solving solution on
this thread, I’d be very grateful for any helpful suggestion

OX800CCCOF as you describe the issue is caused by your Anti Virus scanning the in
and outgoing emails. Simply disabling this scanning feature in your AV is not enough
and it might not work. You need to uninstall your Anti Virus and then re-install it
without the email integration (scanning) for it to take effect.

Error Code 35 which is below has nothing to do with your Outlook. It is another
issue happening with your computer which shows up in your event viewer as you
posted. I would look into this issue

Error 35

Thank you very much for your answer, Peter.

I followed your suggestion and uninstalled AVG antivirus. The larger
messages went out.

Now, I have a subsequent question, if you please. Previously, I set the AV
for scanning inbound mail only, but I now I prefer to wait for your answer
before setting it up. When installing AVG, the e-mail scanner option has
three sub options: (1) Plugin for The Bat!, (2) Plugin for Microsoft Outlook,
and (3) Personal e-mail scanner for all e-mail applications.

Before I had chosen option 2 and set it up for incoming e-mail only on the
AVG settings after installation because I do not need protection for the mail
I send out myself.

My question is: Would you suggest me to choose or to drop the MS Outlook
e-mail scanning altogether, please? I will wait for you kind answer before
setting up the AV.

About error 35, I read it on your link, but the Event View console doesn’t
tell the same. I wonder what it can be. Maybe I have something else wrong. I
transcribe the two copies (table and text) from the error line on the main
event window under “Administrative Eventsâ€.

TABLE copy:

Thanks for your help.

I reinstalled the AV. I read the article on the link and did as you said, but
the
0x800CCC0F came back for larger e-mail messages. What can it be? I can't do
anything because I ignore the cause. Can you help, please?

When you reinstalled the AV program did you explicitly tell the installation
to not install the mail scanner?

Yes, on customized installation there is an option for e-mail scanner with
three sub options. I cleared all the boxes.

Yet you say when you uninstalled AVG completely that Outlook started working
again. Something's at odds because up until now, the mail scanner was the
only feature of AVG that would conflict with Outlook. Have you tried starting
Outlook in safe mode (hold Ctrl when you start Outlook) to see if that makes a
difference? You can also try uninstalling AVG and installing one of the other
freeware AV programs (Avast is one), making sure you leave out the mail
scanner on that one as well.

I have made some trials. Some times it did not work. I noticed that larger
messages are taking longer to send than the time between each scheduled auto
send/receive. I
thought the auto send/receive could "brake" a longer message being sent. I
am not sure about this, but suspending the auto send/receive while forwarding
a larger message it does not stay sitting on the outbox.

I think this issue has been solved thanks to your kind patience. Thank you
very much for your help.

You're welcome. It is also one of the things we advise frequently that one
adjust the send/receive interval to allow enough time between send/receive
events that all messages from the prior event have the chance to complete.
