Outlook 2003 automatically configure local caching

OutLook 2003 automatically configure local caching or is this a manual step
 
using exchange and the ORK you can deploy it to make the cache configured.
 
out of the box experience... outlook 2003 configures for cached mode
exchange. the other poster is right though that it can be controlled using
gpos or ciw.
