Outlook 2003 allows multiple appointments for the same time

We are using Exchange/Outlook 2003. We have a number of bookable resources in
public folders. Currently a user can book a resource for a period (a few
hours, a day, a week), and then another user can come along and make another
booking for the same period. How do I make Exchange mark a resource as
'unbookable' to other users when someone has already booked it?
 
How are the resources set up? Are they discrete mailboxes? How did you set the resource options under Calendar Options if a discrete mailbox?
