Outlook 2003 & AD?

Are there any permission settings in AD for Outlook &/or it's user's
POP3 account or .pst files?

I have an issue where a user with a POP3 acct is not able to see any
of the .pst file's contents. The file is 178 mg. so there should be
tons of mail & folders. But when she opens Outlook 2003, she sees like
5 or 6 emails. The PC is running XP & was just admitted to the domain
yesterday after having run off the domain for several months.

No, not specifically inter-relating to Win2003, AD, or Outlook.

All normal NTFS and AD settings apply but there is nothing particularly
focused on this combination.

The PST is one single file so if she can open it at all she can read the
entire
file. If this isn't working correctly, then likely the PST is corrupt which
although
not especially common, it does happen with noticable frequency.

Sounds like it's corrupted. Tools such as Ontrack or SaveMy Disk:

them, at a cost of course. Or you can try the Inbox Repair Tool:
