Outlook 2002 will not connect to mail server, but Outlook Express

Hello, I'm helping a neighbour set up a PC for new email accounts.
He has a broadband connection (ADSL) and has been using Outlook Express.
As he now has multiple email accounts Outlook looked to be better - he has
Office XP with Outlook 2002 (I think), but hasn't used Outlook before (only
Express).
Outlook Express added the new accounts fine, and works without problems.
Outlook 2002 will not access ANY of his email accounts, new or old.
The configurations use identical parameters; Outlook is behaving as if there
is no Internet connection. The "Test Account Settings" fails on all steps.
It's running on Windows XP using the windows firewall and is totally up to
date on service packs, etc.
The only thing I can think to do is to reinstall Office & Outlook.
Any suggestions what the problem might be and how to cure it?

HI Andrew,
is there any error message?
Have you tried to disable the firewall settings, respective have you set the
permissions for outlook to get threough the firewall?
