Another newsgroup member has discovered a quick fix to
the problem relating to issuing a meeting request from
Outlook 2002 to 2000.
Problem: When sending a meeting request from Outlook
2002 to 2000, the message becomes garbled.
Here's what I found in the Knowledge Base articles,

These two articles offer the solution to our problem. The
first one offers a work around which does work after I
tested it.
The second one offers a hot fix solution available from
Microsoft. Contact them at 1-800-936-4900 and they will
give you the fix to load on the Outlook 2000 machines.
They will give you a disclaimer as not fully tested, so
beware and make a backup before proceeding. This is a
post fix to SP3 which needs to be installed prior to the
hot fix.
AFTER TESTING THE HOT FIX, WE BOTH FOUND THERE ARE STILL
ISSUES. THE MEETING REQUEST NEVER WAS RECEIVED ON THE
2000 MACHINE AFTER INSTALLING THE HOT FIX. I RECOMMEND
JUST USING THE WORKAROUND AS NOTED IN THE FIRST KNOWLEDGE
BASE ARTICLE.
