Outlook 2002 on a "Terminal Services" server problem

I have a W2K SP3 member server with Terminal Services installed in
application mode and Exchange 2000 on another member server. When I
connect to the server with remote desktop I am able to configure an
Outlook profile for users and send and receive emails without a
problem. However, if I login locally to the server I can create the
mail profile but when I try to open Outlook I get the following error
message ( may not be the exact wording )

Unable to open your default mail folder. The attempt to log on to
Exchange has failed.

This happens when logged in as administrator or as a user.

Using Outlook 2002 10.2627.2625
Security Mode: Default

I have Googled for an answer with no luck, anyone got any ideas where
I should start looking?

In case anyone is interested the solution was to install Office XP SP1
& SP2, unfortunately this has left me trying to find away around the
security changes to Outlook which is why I hadn't installed the
service packs before :(
