Outlook 2002 not reading .pst file

I had to reinstall my OS (XP Home) and all my software. After
installing Office 2002, I copied all the user files in Documents and
Settings from the CD backup I had made. Of the 4 user email accounts,
only one is seeing the .pst folder and displaying the old emails and
address book.

My account has a 290 MB pst file, but when I attempt to open it
manually, nothing displays in Outlook. IT IS NOT READ-ONLY. I scanned
the .pst files with scanpst.exe, and it reported no problems. It
reported that there are 32 folders and 5845 items in my .pst file, but
Outlook can't see a one of 'em.

Any ideas?

Explain what you did more accurately.
Your post makes no sense.

I made a CD backup of the Documents and Settings folder
I reinstalled the OS and Outlook
I copied the user folders from the CD to the new Documents and Settings folder

There are 4 users with Outlook email accounts. One of those now has access to all the old information. The other 3 do not

Scanpst.exe reports no problems with any of the .pst files. They are not read-only

When I open the .pst files using File > Open > Outlook data file, it acts like it is opening and gives no error messages, but there are no messages and only the default folders

I scanned all the .pst files with scanpst.exe and it reported no problems. The files are NOT read-only

When I try to open the .pst files in Outlook using File > Open > Outlook data file, it reports no errors, but there are no messages and the only folders are the default folders.

What do you mean by "Outlook email accounts?"
Outlook profiles?
Windows User accounts?
Something else?
If one Outlook profile can read this PST, any other profile will be able to
as well as long as you are opening it correctly. It looks to me as if you
are opening an empty PST file in the other profiles.

I have six Windows user accounts. Outlook is set up in four of them, with each user having a different email account. When I say "Outlook email accounts" I am referring to the different email accounts that I am using Outlook to access. I guess they would be Outlook profiles, though I don't recall encountering that term when I set up Outlook

Only one Outlook account/profile is seeing the contents of its PST. The other three are not. They are pointed to the right files, but they appear to be empty. Scanpst indicates that they are not empty. The PST for my profile is 290 MB, and scanpst.exe reports that it has 5845 items in it (with no errors), yet when I open it in Outlook, I get an empty default setup

When I open the Mail control panel and click on "Show Profiles" it only has one profile ("Outlook"). Since I installed it, Outlook has been working independently in each Windows user account, checking only the email account for that user. Should I have created profiles for each user? Do I need to now

How did you configure these Outlook profiles? How did you connect them to
this PST file?

The first time I started Outlook in each Windows user account, it asked me if I wanted to set up an email account. I did, with a different account for each user. It worked flawlessly until I had to rebuild my system

In Outlook, I used File > Open > Outlook Data File, then navigated to C:\Documents and Settings\%user%\Local Settings\Application Data\Microsoft\Outlook\outlook.ps

It should work, but I get nothing

Look for others. You are not opening the correct file.
