Outlook 2002 Locks-Up (100%) of the Time - Immediately

SYMPTOM:

Outlook locks-up immediately upon launch. After a few seconds, the
'not responding' box appears and the application has to be end-tasked.

The first time the program launched, I was walked through the setup
wizard, where the email settings were gathered (POP/SMTP servers,
etc). When the process was complete and I hit OK, the program froze.
Subsequently, as soon as I launch, the application immediately
freezes. No other applications or Office components seem to be
affected by this anomaly. Starting in 'Safe' does not help.

HISTORY:

I've been using Outlook 2000 for over 2 years virtually trouble free.
I recently got an OEM copy of 2002 with my Ipaq and I was upgrading.
(Using Windows 2000, SP4)

What I've Done:

· Uninstalled / re-installed 2002
· Uninstalled 2002 / back-rev'd to 2000 - (*SAME SYMPTOM*)
· Deleted Outlook settings/files in 'Documents & Settings' folder
between steps
· Run SCANPST - (PST is OK)
· Deleted all .PST files

I'm absolutely at my whit's end… I've tracked down complex problems
before, but this one is really a sticker. What I find most surprising
is that it seems to have disabled 2000 as well, after working fine for
years.

Informed (non speculative) responses greatly appreciated.

Have you tried creating another profile and then opening
Outlook using the new profile? (Control Panel, Mail)

I am getting the same symptoms in Outlook 2003. I have
sent several online error reports to MS, but have had no
responses from them.

I cannot find any relevant information on the MS help
site. I have just downloaded and installed the most
current service pack for Offie 2003 and rebooted and its
made no difference.

Although this says it applies only to Dial-Up adaptors -
I'm connected via a LAN to a DSL modem/router and are
getting the problem.

And consequently the "fix instructions do not apply....
