Outlook 2002 folders

I keep losing the ability to create new folders. The only way I can reacquire
it is to do a system restore to an earlier point, and that doesn't always
work. I used to think that this was due to running a registry cleaner,
because this would happen sometimes immediately after I ran the registry
cleaner. But this isn't always the case. Sometimes it just happens out of the
clear blue sky. The message that pops up says that Outlook cannot read the
registry information. Then 3 bullets are listed stating Close and restart
Outlook. Reinstall Outlook. and Reinstall Microsoft Exchange or other e-mail
system. I have tried the first 2 bulleted suggestions - closing and
restarting Outlook and Reinstalling Outlook, but they don't help. I don't
know what is meant by Reinstall Microsoft Exchange or other e-mail system
because I don't have Exchange installed on my computer and I don't use an
Exchange server to receive e-mail. All other Outlook functions work just fine.

I have not been able to determine what registry key facilitates the
creation of new folders. This is an extremely annoying problem that I have
had since buying a new computer running Windows Vista Ultimate. I never had
this problem with Outlook when I was running it on Windows XP. I fell like
there has to be a simple solution to this problem, other than restoring the
computer to an earlier time. Can anyone help me with this issue?
 
OL2002 is not fully compatible with Vista, as for running a registry cleaner
on Vista........
