Outlook 2002 Does Not Shut Down Properly When You Try to
Quit or Restart Windows XP (Either Version).

SYMPTOMS
When you try to shut down Windows XP Professional or Home
Edition, you receive the following error message:

This program is not responding.

To return to Windows and check the status of the program,
click Cancel.

If you choose to end the program immediately, you will
lose any unsaved data. To end the program now, click End
Now.

This happens quite often. When you check the Task
Manager, Outlook is not running as an Application.

After clicking on the "End Now" several times it will
finally close.
 
I expect that one of your add-ins is causing this and doesn't want Outlook
to close. These add-ins could be spamfilters, synchronizing software or
firewalls and virusscanners. Disable those and see if it still happens. If
not you'll need to update or reconfigure those programs.
