Is it possible to open Outlook 2000 PST files with windows mail?

No, OE/WM/WLM won't open .pst files.
You can Import them into WM, but I've never done that. If you want to try
it, start WM and click File | Import | Messages | Microsoft Outlook.

Importing Outlook messages into OE//WM/WLM requires that both Outlook and
OE/WM/WLM be installed on the machine used to to do the transfer. Outlook
must be installed and operative to provide access to the .PST file's
contents.
