Hi Connie,

There are several reasons you could be receving this error message. Please try the steps below to narrow down your issue or resolve it.

NOTE: Before any step is carried out, all your running firewall and Anti-Virus software should be temporarily disabled for the test's sake. After testing the issue, please enable it at once. If
the issue disappeared once after you disable the firewall and Anti-Virus software, it means that it is these software that causes the issue, please contact with the vendor of them to obtain
the fix.

Step 1: Repair Office 2003
=====================================
1. Open one of the Office 2003 programs, and select "Detect and Repair" on the Help menu;
2. In the "Detect and Repair" dialog box, click Start;
3. Insert the Office 2003 installation CD if prompted. Restart your computer after the repair process is complete.

Please test this issue again. If the issue still persists, please move next.

Step 2: Start Outlook in safe mode to test the issue
=====================
Safe Mode will disable all add-ins and extensions that will not start, as well as any corrupted resources, files, registries and templates.

1. Close Outlook.
2. Click Start menu-> Run, type "Outlook /Safe" (without the quotation marks and there is a space between Outlook and /Safe) in the Open box and press Enter.

If the issue disappears, it is the a malfunctioning Add-in that is causing the problem. Please go back into the normal mode, disable all the add-ins from "Tools" => "Options" => "Other"
tab=> "Advanced Options" => "Add-In Manager", and enable them again one by one. If after one add-in is enabled, the issue comes back again, we can see that it is that add-in which
caused the issue. Disable it then.

If the issue persists, please follow the steps below to creat a new profile.

Step 3: Create a New E-mail Profile in Outlook
========================

1. Close Outlook 2003.
2. Click Start menu-> Control Panel. If Control Panel is not in Classic View, click Switch to Classic View, and then double-click the Mail icon.
3. Click Show Profiles, remove all the existing profiles and then click Add. In the New Profile dialog box, type a descriptive name for the new profile in the Profile Name box, and then click
OK.
4. In the E-mail Accounts dialog box, click "Add a new e-mail account", and then click Next.
5. Select the appropriate server type for your new e-mail account, and then click Next.
6. Fill in the appropriate information as prompted, and then click Next and Finish as needed.
7. Click the "Prompt for a profile to be used" option and click OK. This way, you will be prompted for a profile when starting Outlook.
8. Restart Outlook and select the new profile;
9. Reconfigure the E-mail account in the new profile.
10. Test

Note that some of these options may not apply since you are running Outlook
2000. Look at line 2 of Help | About. If it says "Internet Mail Only" you
will not be able to create a new profile.
