Outlook 2000 won't start in XP

When I attempt to start outlook 2k, the app begins to start up but after about 5 seconds the app dies completely. There is no error msg; the process just goes away. SOMETIMES (rarely) it will actually start up correctly; but it doesn't happen very often and cannot be repeated.. This app used to work correctly and solidly. The only SW I have added are the MS updates from their updates web site. Another user on the same computer, but with a different login, has no problem with her outlook at all; everything still works the same and correctly under that login, using the same application software load (Outlook 2k) that I use
A check with my ISP (verizon) was no hel

Rename outcmd.dat to outcmd.old. This will reset the Toolbar. If the
outcmd.dat file gets corrupt the Toolbar will not succesfully load and will
cause Outlook to hang or crash.
